Starting with Governance and Oversight Statement -
Interim or Transitional Arrangements for the Combined Nominated Individual and Registered Manager Roles
Provider: DFL Neurodiversity Ltd
Prepared by: Dr Francis Labinjo, Director
Status: Statement of Purpose / CQC Well-Led Framework
Date: October 2026
Review: On appointment of a Registered Manager and at least every six months
1. Purpose and Regulatory Accountability
DFL Neurodiversity Ltd is committed to delivering safe, effective, person-centred and well-governed remote diagnostic assessment, treatment and follow-up services for autistic people and individuals with ADHD aged 14 years and above.
During the establishment phase, Dr Francis Labinjo, sole Director, temporarily holds both the Nominated Individual (NI) and Registered Manager (RM) roles, subject to CQC registration requirements.
The provider recognises the distinct responsibilities associated with these positions. The Registered Manager oversees daily service delivery, while the Nominated Individual supervises management on behalf of the provider. This arrangement therefore requires additional safeguards to ensure independent scrutiny, transparency and accountability.
2. Rationale for Interim Arrangements
Dr Francis Labinjo brings over 40 years of clinical and governance experience, including senior NHS psychiatry, integrated care system responsibilities, GMC health assessor duties, regulatory oversight and controlled drugs prescribing.
Combining both roles initially provides continuity of leadership while DFL Neurodiversity Ltd establishes its clinical and operational systems.
Recruitment of a dedicated Registered Manager is underway, with appointment targeted for date of opening. Following appointment and the necessary CQC registration, Dr Labinjo will retain the Nominated Individual role and relinquish day-to-day management responsibilities.
3. Independent Governance and Compensating Safeguards
The following controls will operate throughout the interim period:
● Independent clinical oversight: Dr Labinjo will review prescribing, safeguarding, incidents, complaints and clinical performance at monthly intervals, documenting findings and recommendations.
● Decision accountability: Significant clinical, operational and regulatory decisions will be recorded in a governance decision log, including rationale, risk assessment and corrective actions.
● External escalation: Serious incidents, safeguarding concerns and complex clinical decisions will receive appropriate independent professional scrutiny, without delaying urgent protective action.
● Quality assurance: Structured Well-Led reviews, clinical audits, patient feedback and risk-register monitoring will identify emerging concerns and opportunities for improvement.
● Medicines safety: Remote ADHD prescribing, particularly Schedule 2 controlled stimulants, will follow NICE and GMC guidance, including diagnostic assurance, baseline physical assessment, cardiovascular monitoring, misuse and diversion safeguards, and appropriate communication with GPs.
● Recruitment oversight: Progress towards appointing a separate Registered Manager will be documented, with material delays escalated appropriately.
4. Safeguarding, Escalation and Regulatory Reporting
DFL Neurodiversity Ltd will maintain clear arrangements for safeguarding children and adults, consent, mental capacity, clinical emergencies, information governance and business continuity.
Concerns regarding professional conduct, clinical safety or governance effectiveness will be documented promptly, independently reviewed and notified to CQC whenever statutory notification requirements apply.
Duty of candour, incident investigation and demonstrable organisational learning will underpin service accountability.
5. Transition and Review
Following appointment of a dedicated Registered Manager, responsibilities will be formally separated, governance arrangements updated and the revised statement issued within one month.
This interim statement will be reviewed at least six-monthly, following significant incidents or regulatory feedback, and immediately upon appointment of the Registered Manager.
DFL Neurodiversity Ltd remains committed to independent challenge, proportionate risk management, transparent leadership and continuous improvement in patient safety.
